Orchestrating stakeholders for an enduring ability to generate an operational effect

 

Through Life Capability Management (TLCM) is a formal methodology being used within the UK MOD to deliver the required capabilities across the eight Defence Lines of Development (DLoD). As this methodology has developed, Persides has worked within the defence programme environments that fed the generation of TLCM, and in the key activities within the TLCM process, e.g. working across the DLoDs in planning and delivery tasks, and working in whole life cost (WLC) appraisals, requirements management, and through life planning.

This experience enables Persides to effectively apply TLCM to capability programmes and to assist capability managers and programme managers in both tailoring TLCM to specific applications and in TLCM planning. Persides is particularly well placed to assist industry teams in structuring bids and programmes to support the MOD TLCM requirements, integrating management, systems engineering and support with the DLoD stakeholders to provide a potentially winning edge in competitive situations. This TLCM expertise also has cost effective commercial applications in any programme involving complex stakeholder relationships (e.g. manufacturers, trainers, service providers) that operate over a long programme life.

As proof of its capability, Persides has provided TLCM support to Thales Land and Joint in the Future Infantry Soldier Technology (FIST) programme, to Thales Aerospace for an Urgent Operational Requirement (UOR) and to a major defence contractor partnership for the Future Rapid Effects System (FRES) programme.

In addition to this proven capability, Persides have developed a number of Through Life Capability processes that can be readily tailored to meet the specific requirements of individual programmes.
